I wish I had gone bilstien but its a pretty basic component so either should work fine.

MKIII front Bilsteins are 22mm. I use a $5 Harbor Freight O2 Sensor socket myself.
my S6 has Bilstein Sports and I have a bit of oil in them in UrS4s and S6s, if you don't you risk having water getting in there
If the shocks or struts are worn out already, and not in warranty, don't buy another set of low quality tire shop struts or shocks. Spend a little more money and get a decent set of name brand (Bilstein, Koni, or Boge Turbogas)struts and shocks with a lifetime warranty.
For shocks, I would use the Bilstein sports instead of HD's if you plan to use lowering springs. (R32 fronts and Jetta rears)
I have had this setup for a few months now, but figured I should post up on the Vortex so people can see it. Ground Control Coilover Conversion kit 400/300 spring rates mated to Bilstein Sport front (insert) and rear.
I have H&R race springs and bilstien sports on my GTI right now. They handle great and ride very very nice.

This is what I did to make my '80 Diesel Caddy a 1 Ton Rabbit on the cheap: 16V Scirocco front springs; they have the highest A-1 spring rates that came stock in the US. Bilstein HD front shocks.
my truck used to be raised... i used mk1 cabriolet front springs with bilstein hd shocks, was super stiff!
