Fuel filter would be my initial guess. Or maybe your air filter is so filthy that engine cannot suck air through it. So, check air filter first (filthy/not filthy) and if it is not that filthy, proceed with fuel filter.

I used to make it and run it in my 7.3l powerstroke trucks for almost 10 years. I changed the fuel filter in my 7.3 trucks every second oil change, so every 10,000 kilometres. Little puff of smoke on startup, slight haze when stomping on it, otherwise not noticeable compared to regular diesel.
I have ordered these Mahle filters in the past and received what is pictured above without the weird tube.
i did add a dipstick fuel filter looked to be newer, plausible considering the somewhat recent pump and injector service, but figured "while im in there..."
Fuel filter I do every oil change but swapped to the CAT filter. It’s cheaper, filters better, and would last longer.
Motorcraft holds quite a few parents on their fuel filters with certain features that other filter brands don't replicate. Particularly around water blocking features that are critical to the fuel system. Napa filters don't have some of these features.
When a new fuel system is $12K+, it's always motorcraft filters for me.
Filter is a Mahle, it's the one from VW Parts Place, so I'm daring to assume it's ok
I decided to change my fuel filter last weekend, and as soon as I started the Jeep up afterwards, a terrible howl was coming from the fuel filter. After doing some research, it turns out that Wix has made a "bad batch" of fuel filters. I can't say if it's specifically this part # or if it affects others as well, but it's a good idea to avoid their fuel filters altogether for a while.
