VW Fender rust starts with that dumb foam liner support on the front fenders, and spreads. Had it in my Mk5, and later I removed it from my 2019.
I've had reasonable success with it as well. Between two '06s in our majorly-rust-belt city, I've gotten 3 new fenders, a new trunk, a hatch respray, and a door sill respray.
