I had the almost the same problem. I replaced the fuel pump with a replacement and it did not help at all. Just make sure that you replace with oem or brand name parts. After I replaced with delphi fuel pump as per a master tech at Lexus, it started right up.

I got two cinder blocks, lowered the pump onto the cinder blocks, then unplugged all fuel lines and evaporated lines. Then the tank was free. Fuel pump removal was easy. Just a hammered and a regular screw driver to loosen the lock disc. New Delphi pump was $450. Started right up.
It’s Delphi and I bought one recently. Build quality is excellent and it comes with the sock and new hardware.
I did the lower control arms on mine (used delphi).
So I use delphi pads. I threw away a bunch of chinesium pads because they screamed. Like people in other vehicles looks at you funny scream. On top of the Delphi pads I make sure I install a squeal shim (not sure of the science name) if you keep stock pads and disks make sure you replace the locating pins and springs with the pads. They are super cheap, and they do wear on the flared head and can slip through. Almost happened to me.
Mine was broken delivered and I had to remove it again. Only found out once I tried starting the engine…
I let them replace the pump with a Delphi unit I ordered from Partsgeek. They couldn't get it started because the security light was flashing. They left and after leaving the car to sit for half an hour it started right up. Immediately ran rough. Kinda worse than before, still feels fuel starved.
