I run Contintental Extremecontact Sport XLs and so far nothing but good things to say about them. Smooth ride, used to spin tires ALOT with my all seasons and now I get nothing but grip, massive difference.

I think the Conti's are probably the best in the price range for wet/dry grip, as I live in an area with a lot of rain I would go with those myself.

The premium contact 6 is a very good summer tire. Not the sportiest out there but overall grip in normal summer conditions is around best in this class.

Cons: not the sportiest

I would put that money into a good set of carbon aero bars, a good aero helmet, or some really nice tubeless tires gp5000, etc.

I run mine at 36 (cold), had them about 8.5k now. I used 38 for a while but once they start to wear and the tread squirm and tread depth starts to go away, they don't ride quite as soft as when they are new. Mine are probably 35 - 40% worn. Steering response gets a lot better as they wear too.

Cons: ride not as soft
